The New Jersey Office of Information Technology (OIT) recently received funding through the American Recovery and Reinvestment Act to gather and verify data on the availability, speed, location and technology type of broadband services in the state.

As part of the study, OIT has created a brief three-minute Web-based survey (http://connectingnj.state.nj.us/cai.shtml) to help us understand broadband connectivity at the state's Community Anchor Institutions. These institutions include hospitals/medical centers, municipal offices, libraries and schools.

Broadband refers to a high-speed connection that can transmit data, audio, and video either directly over the Internet or via a privately owned network. A high speed broadband network enables you to quickly share photos and documents or send e-mail. Examples of broadband connectivity include Verizon FiOS, Comcast or Cablevision cable modem; or any other dedicated data connection. A dial-up connection (one that uses a phone line) is not considered broadband. See below for other hints on completing the survey form, and be sure to look for definitions of terms on the form itself.

We encourage you to participate in the survey. Some of the data will be used to deepen the content of a publicly available broadband map (http://njgin.state.nj.us/oit/gis/OIT_BroadbandMapping). Also, the survey data will assist the state in applying for additional federal funding to improve broadband connectivity among the state's institutions.

Please feel free to pass this to other individuals in your organization who may be best suited to complete the survey.

SURVEY HINTS Technology - One of the survey questions refers to the type technology used for Internet connectivity, for a definition on technology or connection types please click on the [?].

Downstream & Upstream speeds - There are two survey questions that asks about your downstream and upstream speeds, if you are unsure of your speed the FCC has provided a site where you can test your speed at http://www.broadband.gov/qualitytest/about/. Don't worry about the heading "Consumer Broadband Test".
