POSITION AVAILABLE: Grant Compliance Officer (Funded by federal BTOP/PCC grant award; three year position, full-time)

The Grants Compliance Officer will manage all aspects of post-award compliance duties for the National Telecommunications Infrastructure Administration (NTIA) Broadband Technology Opportunities Program/Public Computing Center (BTOP/PCC) grant received by the New Jersey State Library (NJSL). Working in collaboration with appropriate staff in the Business, Information Technology and Library Development Offices, and program staff, the position will manage all post-award functions including negotiation of terms, periodic and final reporting, sub-award monitoring, effort reporting and closeout procedures. In addition the position will also help conduct compliance reviews of budgets from partners. The position will have responsibility for monitoring and communicating changes to any federal statutes that pertain to this government grant, and in collaboration with others on the BTOP/PCC team, will regularly evaluate procedures and policies for managing this award. The position will a

lso coordinate closely with the Chief Financial Officer, the Director of Information Technology and the Associate State Librarian for Library Development to oversee and track BTOP/PCC compliance activities.

Requirements:

Education and Experience: Commensurate with the level of expertise a project demands.

Examples of Work:

  • Assist the budget lead with the creation of budgets to ensure that budgeted amounts are allowable and allocable. Review all sub-grantee proposals to ensure that all requested line items meet federal and NJSL requirements (e.g., allowability, allocability, reasonableness and accuracy of cost matches). After award, create post-award file and participate in grant kick-off meeting to share requirements of grant with BTOP/PCC team and sub-grantees.

  • Coordinate, in conjunction with the Associate State Librarian for Library Development, negotiations with database vendors for online resources associated with this grant, as well as the necessary set-up involved with public library computer access.

  • Coordinate training schedules with New Jersey Community Colleges partner and New Jersey public libraries; work closely with this partner on monitoring outputs and outcomes, customer evaluations and re-working of curriculum (if needed)

  • Coordinate, along with NJSL IT Department and partner New Jersey Network, the necessary installation and training of video career series on public library computers

  • Assist Business Office staff with: Verifying that all sub-grantee requests match charges and are properly documented; Undertaking periodic "budget to actual" report reviews for all open awards and address any questions or variances with project/budget leads and Business Office. Reviewing all financial reports, coordinating with Business Office, to ensure reports are accurate prior to submission. Manage signature process for reports requiring the CFO or State Librarian's approval.

  • In cooperation with Business Office staff, perform closeout procedures for BTOP/PCC award and ensure appropriate filing, storage and retention of completed award documentation.

  • Monitor changes in BTOP/PCC guidelines, keep NJSL staff informed of updated information, and train new grant sub-grantees (Project Leads, Budget Leads, key staff) on compliance issues for proper award management in conjunction with the Associate State Librarian for Library Development.

  • Manage all BTOP/PCC reporting, including review and verification of documentation for effort reporting and all other changes to this award, and serve as the NJSL liaison for budget modifications, communicating other major changes in scope of activity and negotiation of award terms and conditions. Monitor all sub awards made by NJSL to other organizations. In conjunction with this grant, assist Business Office staff in maintaining and updating NJSL online accounts for BTOP/PCC compliance, reporting and reimbursement.

  • Prepare narrative and financial reports for internal and external stakeholders

  • Develop data collection materials

  • Ensure grant information in database(s) is accurate and complete

  • Prepare press releases, as needed, in conjunction with State Library Marketing Department

Knowledge Skills & Abilities: Must be comfortable with federal award reporting documentation. Knowledge of FederalReporting.gov site preferred. Microsoft Excel skills are essential. Strong interpersonal, written and oral communication skills to effectively interact with staff and agency representatives in a highly professional manner. Demonstrated ability to handle multiple tasks simultaneously. Exceptional organizational skills and attention to detail required. Ability to meet designated deadlines is also a critical qualification. Ability to prepare for submission narrative and financial reports by designated deadlines. Ability to make basic web page updates.
