To All Municipal Library Directors and Trustees,

If you intend to return funds to your municipality for FY11, based on the amount generated in the Proposed Transfer Form, this is a reminder that the proper procedure for doing so according to the law is to: 1. Submit a complete application packet to the NJ State Library 2. Wait to receive official approval from the State Librarian to transfer funding back to the municipality.

According to the law, only the State Librarian may grant permission to return excess funding to the municipality. Libraries should not be returning funding to the municipality prior to submitting an application to the NJ State Library.

Information pertaining to the Return of Excess Funds to the municipality, along with the complete application packet may be found on the New Jersey State Library website under Library Development Bureau, Library Law, Part 8, http://www.njstatelib.org/LDB/Library_Law/.

The application packet includes the steps necessary to complete an application along with the proposed budget transfer form, FAQ\x92s, and sample strategic and technology plans.
