For municipal and joint library directors:

There has been a recent change in law affecting Municipal and Joint Libraries only. The new law changes only the way the one-third mill tax raised for the public library is displayed on the tax bill (for the 3rd and 4th quarter for this year). The relationship between the municipality and the library does not change, and employees currently receiving health and pension benefits as part of the municipality will continue to do so.

Attached is a synopsis by NJLA and a Local Finance Notice prepared by the NJ Department of Community Affairs, Division of Local Government Services. A more detailed Local Finance Notice will be released today, and it is expected that it will answer many of your questions. I will share that with you via the listserve as soon as it is available.
