Librarian title changes - applies to Civil Service libraries only - but all welcomed to comment

As you may know, the Civil Service Commission is currently working on eliminating certain unused and duplicative librarian job titles (see Civil Service Commission memo of March 23, 2011 below). Of the 115 CS libraries, relatively few libraries are using the more specific titles of Children\x92s, Music & Art, Reference and Technical Services. The more generic title of \x93Librarian\x94 allows employees to take advantage of more job promotion opportunities as well as affording management more flexibility. Entry level, Senior, Principal and Supervising will be changed to Librarian 1, 2, 3 and 4.

Representatives from the State Library and NJLA met with representatives of CSC and were offered an opportunity to update the remaining titles. NJSL is very interested in improving the titles by changing language to reflect the 21st Century skills required of librarians in today\x92s environment. NJLA will be forming a committee in July to prepare recommendations, and NJSL will share suggestions with the NJLA committee.

Civil Service Commission memo of March 23, 2011 To local appointing authorities: Several library/museum titles possessing similar duties, responsibilities and experience requirements have been identified for title consolidation.
These titles are all in some capacity involved in library/museum operations. The core function, providing library/museum services, is consistent throughout the title series regardless of the area of specialization. Thus, we plan to consolidate the specialty areas into the corresponding generic base title at each level (e.g. Librarian, Children (07570) into Librarian (07569).
The titles, Museum Assistant (02538) and Library Exhibit Artist (02284) will be consolidated into the titles, Museum Attendant (02539) and Exhibit Artist respectively based on similar duties and requirements. The dual title, Senior Librarian Reference/Technical Support Specialist 2 (06942) will be designated archaic. This means the title will remain in a restricted status until unencumbered. The title will be inactivated once unencumbered.
The title, Medical Librarian (02467) will be inactivated because no incumbents currently reside in the title.
The definitions, requirements, knowledge, skills and abilities sections of the title specifications for the base titles (Librarian, Senior Librarian, etc.) will be modified to accommodate this proposal. As a result, the title specifications will be broader and more general, allowing for greater flexibility of assignment. The levels within each series will be numbered in accordance with current practices, with the numerical suffix \x931\x94 representing the lowest level (entry level) to \x934\x94 representing the highest level (supervisory level).
Employees involved in this transaction will experience no change in their current status or seniority. The title change will be processed as a mass transaction, thus no work will be required of the Appointing Authority.
Upon successful completion of the consolidation process, the consolidated titles involved will be inactivated.
