I just began such a program in the fall due to a lot of requests.  It doesn't sound as if this is someone just starting out, but I'll share what I can. I found the book Babies in the Library! by Jane Marino helpful.  The book had a lot of good ideas and suggestions, as well as sample programs.  The author mentions at the beginning that although you might have trouble finding a time for such a program it is a good idea to try to make the time, but then goes on to say you should really have two such programs, one for walkers and one for pre-walkers.  I don't have time to differentiate so we have everyone 0-17 mos. together.  It has worked so far.

I also got a set of Mother Goose characters from Demco (?) -- large colorful figures for flannel or magnet board, with a poster of the rhyme.  They have worked well incorporated into the program.
