Please review the attached preliminary estimated Per Capita State Aid amount for your library for FY 2010. This is an estimate. Until all of the \x93Requests for Exception\x94 are received and processed, the final amount cannot be determined.

If you are puzzled by the estimated amount, please see the attached information on Millage and the following explanation on reduction in estimated amount:

-100% Library did not submit application this year but did last year.

-1% to -20% Reflects the 10% reduction in the funding the legislature provided for the PCSA program this year distributed proportionately. There is no change in per capita rate.

-22% to -69% Drop in per capita rate by $ .25 (determined by ratio of 2008 municipal expenditures to the library divided by 2007 equalized valuation) in most cases. In some cases it is due to failure in meeting the NJAC requirements.

+15% to +100% Increase in per capita rate by $ .25

Other County library systems and libraries that are part of a county library system have a more complicated formula. Changes may be attributed to a drop or increase in the rate and/or the distribution of PCSA within the county system as determined by formula.

Let me know if you have any concerns on this estimate latest by August 28th. A final report with the check amounts will be run around September 10th. The checks will be mailed by Oct. 1st.
