I wondered about Burgess too, but some characters wore clothes.

They were originally published earlier, but were heavily
reprinted in the 1950’s. They were like young chapter books,
designed for read-aloud bedtime reading, or reading alone later on. Very
popular for years.
Golden Books did a lot of animal stories back then, based on Disney’s
nature film shorts/TV shows. There could have been a woodchuck, but the
illustrations would have been real photos, and they wouldn’t be doing
human activities. They would be anthropomorphized to an extent doing
their nature stuff, though.
