The PCSA review committee met on January 28, 2010 and discussed recommended changes from the field. Since the freeze on new regulations was lifted on April 19, we may now move forward with the re-adoption process. Substantive amendments asked for by the committee that will be proposed in the Proposal to Readopt submitted to the Office of Administrative Law will include only those items that may be accomplished without an associated cost and include: \x95 Increase trustee training from 3 hours per board per year to 7 hours per board per year \x95 Eliminate requirement for paid paper periodical subscriptions

Since the PCSA regulations do not prescribe amounts for any other sort of paid print material, it does not seem appropriate to continue the process for a browsing collection of periodicals. Many of you have extensive collections well above the minimum, and this is especially the case when donated material is considered. Assuming there will be no impediment to the rule adoption, there will be no PCSA requirement for print periodicals in 2011. The requirements regarding \x93number listed in indexes\x94 and \x93retained three years\x94 may still be met by the availability of JerseyClicks. If funding for JerseyClicks is no longer available, you will not be held responsible for these requirements for the remainder of 2010.

Assuming there will be no impediment to the rule adoption, trustee training will be increased from 3 hours per board to 7 hours per board per year in 2011. We anticipate that the Trustee Institute will be held in September of 2010 and will be free for the first trustee. If the trustee stays for the day, 6 hours may be earned toward the requirement. No-cost and low-cost options for training hours may be met through local training, webinars, etc.
