The E-rate Coordinator will manage all aspects of the federal e-rate program in New Jersey for public libraries in support of the federal Broadband Technology Opportunities Program/Public Computing Center (BTOP/PCC) grant. Working in collaboration with appropriate staff in Information Technology and Library Development, the position will manage all e-rate activities, including training for eligible public libraries, phone and email support and consulting throughout the e-rate process, assisting the public libraries with filing forms and e-rate appeals as requested, analyzing and interpreting state e-rate statistics, liaisoning with stake holders and attending all USAC/SLD and ALA e-rate training opportunities. The position will be responsible for monitoring and communicating changes in the e-rate program to New Jersey public library staff and appropriate NJSL staff. The position will also work closely with the IT Director and the Associate State Librarian for Library Developm

ent to oversee and track e-rate participation and success by NJ public librarires.

Examples of Work:

Training: Conduct E-rate training workshops (including technology planning) for: - librarians - state library staff - local and state government officials (as requested) - others including consultants and vendors (as requested)

Prepare training documents for the above workshops

Consulting tasks include: - Telephone / email E-rate consulting with library staff - Providing E-rate updates and reminders via a listserv to libraries - Explain E-rate program rules and procedures - Provide E-rate program support to libraries - Provide assistance during audits and/or site visits - Prepare and maintain the website linking to relevant and required sources. - Reviewing and approving technology plans for public libraries and consortia

Data analysis and interpretation: - Produce / analyze/ interpret E-rate statistics and data - Use the data to chart course of action

Liaison work with stake holders: - Meet with local and state government officials regarding E-rate program (as requested) - NJSL liaison to the Schools and Libraries Division of USAC, the ALA Office of Information Technology and the Gates Foundation (as it relates to the
Broadband Technology Opportunities Program) - Look for best practices from other states

Help with filing applications: - Provide "hands on" assistance with individual application preparation - Help file statewide or regional system applications.

Public Relations: - Prepare press releases, as needed, in conjunction with State Library's Marketing Department

Knowledge Skills & Abilities: - Ability to read and interpret rules and guidelines - Ability to do face-to-face and webinar training - Knowledge of procurement rules of the state/ region/district - Willingness to do data analysis and interpretation. - An understanding of Technology planning and different tech products and services available - Advanced Excel skills - Strong interpersonal, written and oral communication skills - Demonstrated ability to handle multiple tasks simultaneously - Organizational skills and attention to detail required - Ability to meet designated deadlines - Ability to handle basic web page updates
