SUBJECT: Broadband Technology Opportunity Program (BTOP) components

There have been a number of messages and phone calls over the past week with questions regarding this federal Recovery Act grant, especially concerning the licensing of Learning Express\x92s Job and Career Accelerator for all public libraries in New Jersey. NJ State Library staff are working towards the October 5-6 Launch Event at which each component of the grant (additional public access computers, connectivity upgrades, training for staff and customers on job-seeking skills using computers, licensing of video content from New Jersey Network (NJN), as well as subscriptions to Job and Career Accelerator and Frost and Sullivan Market Research Reports) will be formally announced.

In the meantime, I am working with Learning Express staff on an FAQ to share with the public library community. The specific questions that will be addressed are:

  • How public library staff and customers will access this electronic resource
  • The components of Job and Career Accelerator
  • In-person and virtual training sessions that will be available
  • Marketing materials to be provided

Regarding decisions that public libraries may need to make related to this new statewide electronic resource, the situation is as follows:

  • Those public libraries currently subscribing to Job and Career Accelerator will receive a pro-rated refund from LearningExpress;
  • The State Library has licensed Job and Career Accelerator through June 30, 2013, so no public libraries need to additionally subscribe to this product. Those public libraries that currently subscribe to the Computer Skills Tutorials will receive a pro-rated refund as well since this module is part of Job and Career Accelerator;
  • For those public libraries currently subscribing to Learn A Test (i.e. LearningExpress Library), Job and Career Accelerator fully integrates with your LearningExpress Library resources and has been activated for use. LearningExpress Library online resources are not included in Job and Career Accelerator, so if a public library believes them to be of value to their patrons, they will need to renew their subscription on their own. If you have additional questions or require further clarification about these resources, you can contact the LearningExpress Account Representative, Pam Friday, directly at 646.274.6400.
