For municipal and joint libraries only: One-third mill (.000333333) is the legal minimum for municipal and joint libraries. The calculation of the one-third mill amount assumes the library has no exemptions from the 1/3 mill law, that the municipality is operating on a calendar fiscal year and that the increase from 2009 EV is equal to or less than 15%.
