The New Jersey State Library, with the assistance of E-Rate Central, an E-rate consulting firm based in New York state, has filed a Form 470 on behalf of all New Jersey libraries seeking to apply for E-rate discounts on Ethernet connections up to 1 Gbps to the JerseyConnect network.
What does this mean exactly?
If you already apply for E-rate discounts and your library already connects to the JerseyConnect network you will not need to file your own Form 470 to start the E-rate competitive bidding process. The State Library\x92s Form 470 needs to be posted for 28 days. On the 29th day, which is February 15th, 2011, the State Library will select the winner of the competitive bidding process (with price being the primary factor) and let everyone know what service provider won the bid. You will then be able to file your own Forms 471 which will reference the State Library\x92s Form 470 (we will provide you with the necessary information for your forms). If you want to use this process and have already filed a Form 470 you may cancel it by calling the Client Service Bureau at 888-203-8100. Please have your Form 470 Application number ready before you call.
If you do not apply for E-rate discounts but would like to and would like to connect to the JerseyConnect network then your process is much the same as the group above. However, the State Library will be organizing in-person and webinar-based training classes for new E-rate filers during the 28 day waiting period mentioned above. When we know where and when the in-person training classes will be held we will let you know. E-Rate Central will also provide direct support to any library applying for E-rate in New Jersey that needs help with their Forms 471, etc.
