Recommendation for time frame for Return of Excess Funds to municipality for 2012:

All municipal and joint libraries must determine whether or not the library has excess funding to return to their municipality on an annual basis. Best practice is to begin work on identifying those funds early in the calendar year so that you can make a report to the municipality at the time the municipal budget is introduced at council.

Municipal budgets are generally introduced around March, and adopted approximately four (4) weeks later. Your municipality will be expecting the library’s financial report at this time so that they may anticipate and include any return of excess library funding in their proposed budget. Please remember that the New Jersey State Library has 45 days to review and make a recommendation to DCA once a complete application is submitted. For adoption of the budget at the end of March, the NJ State Library will need a complete packet by February 15, 2012 as NJSL has 45 days to review and make a recommendation to the Department of Community Affairs Division of Local Government Services once a complete application is submitted.

To verify if your library needs to return excess funds, you must complete the Proposed Budget Transfer Form, accessible within the application packet through the link at the top of the page on the NJ State Library’s website: http://ldb.njstatelib.org/Library_Law/index.php

This is the only document that confirms whether or not a library needs to return funds.
This form is for your use only and does not need to be submitted to the NJ State Library unless part of the complete application packet, meaning you are requesting permission from the State Librarian to return excess funds.
