The NPL writes puzzles in the form of poems (we refer to them as "flats"). The type of puzzle is given and the enumeration (the number of letters in the answer).  This flat has two puzzles: a letter bank and a rebus.  The blanks for the answers are represented by words in ALL CAPS, in this case: A, B, and SOL.  A is a 6 letter capitalized word, B is a 9 letter word that uses all the letters of A, with possible repetitions, and SOL is a capitalized 2 word phrase of lengths 4 and 5.  (The flat has SOLs, which means the 5 letter word is the singular, but the plural is needed.) The rebus is a wordplay based on something written near the flat (in this case NIGHT).

The rebus is a WILD THING (SOLs is then WILD THINGs, the actual title).
Letting the letters of THING go wild (rearranging them) yields NIGHT.
