Hi, all.

Following is some information you and your trustees may find of use. Thanks to all of you who supplied information regarding the FDS.

A trustee reported, and the Department of Community Affairs confirmed, that FDS does not work on Apple products. Sigh.

A library director using Chrome reported the following problem.

I got as far as the Thank You! Page which states “Do not use your back button to return to the previous page.  Data contained in your form could be lost.  Minimize this page to return to your financial disclosure statement.” I was using the Chrome Browser and a new tab did not pop-up so minimizing the page revealed nothing.  After a while, I decided to try the back button anyway and there was my electronic filing receipt.  I don’t know if it is a quirk of the Chrome browser or what the problem might have been.

Regarding who has to fill out the form, follow the advice of your lawyer and municipality. The wording in LFN 2013-13 states that library trustees and directors are not required to file “in at least one local government.” That local government may not have the same opinion as your local government. I am hopeful we will have a consistent interpretation in the years to come.

From the FAQ:

Q. Am I required to file a financial disclosure statement?

A. If your local government agency has determined that you are a “local government officer,” which is defined in the Local Government Ethics Law, you must annually file a financial disclosure statement. More information concerning which elected and appointed positions may be subject to the annual filing requirement is contained in Local Finance Notice #2013-13. (4/11/13)
